Using Target Development to identify IMSIs
This topic describes how to use the Target development screen to help identify IMSIs of interest. Before using this screen you must use your Managed Access System (MAS) to upload the required data to OSS-ESPA.
This procedure is useful in helping you to identify the illegal use of IMSIs at a specific location such as a prison.

On the main menu click Other links, then click Target development.
The Target development screen opens.

Ensure Mission type is set to Identify target at same location.

In Cases select all the cases you want to investigate.
The location table and map are updated to display all the locations.

Ensure Use whitelist is selected so that IMSIs that are of no interest to your investigation are not displayed. If you want to add IMSIs to the whitelist or manage the ones that are already on it, then click View whitelist.

Select the time period you want to investigate over then click Filter.
Note, Hour interval and Show last allow you to set the time interval. If you set Show last to Custom then you can also define specific start and end dates.
- View the IMSI table to see the IMSI's that were detected, their locations, and their usage.

This procedure helps you identify additional devices that a target owns or phones of accomplices they are meeting with. Once identified you can investigate whether or not these would be useful to monitor.
